Assam State Election Commission Issues Mandatory Affidavit Guidelines for Panchayat Nominees

April 6, 2025, Guwahati | Barakoutlet: In a fresh directive issued on April 4, 2025, the Assam State Election Commission has clarified the mandatory affidavits required to be submitted during the filing of nomination papers for the upcoming Panchayat Elections. The circular, marked as urgent, was addressed to all District Commissioners including Cachar, Hailakandi, Karimganj, and others.

As per the official communication (No. SEC.01/2023/Pt-II/300), the following affidavits must be submitted to the Authorized Officer at the time of nomination:

  1. General Affidavit (Rule 22A): This must be submitted in the specific format appended in Schedule II of the Assam Panchayat Constitution Rules, 1995.
  2. Children Affidavit (Rule 62(1)(a)): Declaration stating that the nominee has no more than two living children from single or multiple partners.
  3. Educational Qualification Affidavit (Rule 62(2)): Must include true copies of educational certificates.
  4. Sanitary Toilet Affidavit (Rule 62(3)(a)): A statement about the availability of a functional sanitary toilet in the nominee’s residence.
  5. Marriage Age Affidavit (Rule 62(4)(a)): Declaration confirming the nominee’s age at the time of marriage.

While the affidavits from points (ii) to (v) can be clubbed together or submitted separately, the general affidavit under point (i) must strictly follow the format in Schedule II.

This directive ensures transparency, eligibility scrutiny, and adherence to constitutional mandates for Panchayat-level governance in Assam.
